Key takeaways

  • Since November 1, 2024, most PGWP applicants must prove language ability in all four skills: CLB or NCLC 7 for university graduates, CLB or NCLC 5 for college and other non-university graduates.
  • Graduates of non-degree programs must also have studied in an eligible field of study — but only if they submitted their study permit application on or after November 1, 2024. Bachelor’s, master’s, and doctoral graduates are exempt, as are flight school graduates.
  • The two rules have different date triggers: the language rule follows your PGWP application date; the field-of-study rule follows your study permit application date. Confusing the two is the most common mistake.
  • IRCC has frozen the eligible field-of-study list for 2026: 1,107 programs, with no additions or removals until at least 2027.
  • The constants did not change: at least 8 months of study, full-time status, mostly in-person delivery, a 180-day application window, and one PGWP per lifetime. And since June 21, 2024, you can no longer apply at a port of entry.

You did everything right in school. Why would your post-graduation work permit depend on your program’s classification code?

What changed, and when

Before November 2024, a PGWP was largely about the school and the program length. Since then, it is also about your language results and, for many graduates, your program’s field. Students who chose programs before the change and students choosing now are judged by different combinations of rules — which is why the first question for any graduate is always: when did you apply for your study permit, and what credential did you earn?

The language rule

The language rule applies if you submit your PGWP application on or after November 1, 2024 — regardless of when you started studying. Your test results must be valid when you apply, so do not leave the test to the last weeks of your 180-day window. Applicants who submitted before November 1, 2024 are exempt.

The field-of-study rule

This rule catches only some graduates, and the trigger is different: it applies if you submitted your study permit application on or after November 1, 2024 and graduated from a program other than a bachelor’s, master’s, or doctoral degree. Your program must fall in an eligible field, determined by its Classification of Instructional Programs (CIP) code — not by its title. A program with “technology” in its name is not automatically eligible; verify the CIP code against IRCC’s eligible-fields list before you rely on it.

Because the list is frozen for 2026, the check you do today is the check that will apply when you graduate — but only until at least 2027. If your graduation falls beyond the freeze, re-check before applying.

Length, limits, and the basics that did not change

  1. Program length: at least 8 months (900 hours for Quebec programs). Programs of 8 months to under 2 years earn a permit equal to the program length; programs of 2 years or more earn the maximum 3-year permit.
  2. Full-time status: maintained during each semester, with part-time study allowed in the final semester.
  3. Mostly in person: a program completed more than 50% by distance learning is not eligible, and time studying online from outside Canada after August 31, 2024 does not count toward the permit length.
  4. The 180-day window: apply within 180 days of confirmation that you completed your program, holding valid status at some point in that window (or restore status first).
  5. One PGWP per lifetime — including after an earlier program of study. Combining credentials has its own rules; get the combination checked before relying on it.

Frequently asked questions

Does my degree need to be in an eligible field of study?

No. Bachelor’s, master’s, and doctoral graduates are exempt from the field-of-study requirement, whatever their field. The rule applies to graduates of other university programs and of college or non-university programs.

When does the language requirement apply to me?

If you submit your PGWP application on or after November 1, 2024, you must include approved language test results: CLB or NCLC 7 for university graduates, CLB or NCLC 5 for college and other non-university graduates, in all four abilities.

Can I get a second PGWP after another program?

No. You can only ever be issued one PGWP in your lifetime, including after an earlier program of study. Plan your single permit accordingly.

Can I apply for my PGWP at the border?

No. Since June 21, 2024, graduates can no longer apply for a PGWP at a Canadian port of entry. Apply through the regular online process with your evidence of graduation, language, and eligible field where applicable.
