Ontario's OINP Tech Draw Is Gone: What Replaced It in 2026
The stream is gone. The province is not — what changes, and what to do now
Key takeaways
- Ontario’s Tech Draws — targeted Human Capital Priorities rounds for candidates with experience in designated tech occupations, historically cutting off around CRS 350–470 with no job offer required — no longer exist.
- On June 26, 2026, Ontario closed all eight OINP streams and replaced them with a single Ontario Workforce Priority (OWP) stream.
- Under OWP, every pathway except physicians requires a full-time, permanent job offer from an Ontario employer. The Expression of Interest portal reopened August 4, 2026, and no invitation round has been held yet as of October 2026.
- Transition rules: applications already submitted after an invitation are assessed under the old rules and are protected. EOIs that never produced an invitation were automatically withdrawn — you must register fresh under OWP.
- Ontario’s 2026 nomination allocation is 14,119 spaces, the largest in the program’s history — but a high CRS score alone no longer triggers an Ontario nomination.

You built your Ontario plan around a Tech Draw invitation. That draw no longer exists — so what is your Ontario plan now?
What the Tech Draws were
Under the former Human Capital Priorities stream, Ontario periodically searched the federal Express Entry pool and sent Notifications of Interest to candidates with work experience in designated tech occupations — more than 35 tech NOCs at the program’s widest. No Ontario job offer was required. A candidate who received a Notification of Interest had 45 days to submit a provincial application, and a nomination added 600 CRS points — effectively guaranteeing a federal invitation.
Tech Draw cut-offs historically ran around CRS 350–470, far below general Human Capital Priorities thresholds, because the province was selecting for occupation fit rather than raw score. For tech workers without an Ontario employer, it was the province’s most accessible door.
The June 2026 reset
On June 26, 2026, Ontario carried out the largest overhaul in the program’s history: all eight existing streams were closed and replaced with one. Gone, with no new expressions of interest and no further invitations: Employer Job Offer (Foreign Worker, In-Demand Skills, International Student), Master’s Graduate, PhD Graduate, and the Express Entry streams — Human Capital Priorities, French-Speaking Skilled Worker, and Skilled Trades.
The single biggest casualty is the job-offer-free route. Master’s and PhD graduates lost their graduate streams, and Express Entry candidates lost the pool-search model entirely. Ontario no longer comes looking for you in the federal pool.
The new stream: Ontario Workforce Priority
The Expression of Interest system closed with the old streams and reopened August 4, 2026 under the new framework. As of October 2026, not a single invitation round has been held under OWP, and the province has not published a draw calendar or minimum score thresholds. The first draw could come at any time — but it will draw from registered EOIs backed by approved Ontario job offers, not from the federal pool.
| Pathway | Who it is for | Core requirements |
|---|---|---|
| TEER 0–3 skilled workers | Skilled workers | Full-time permanent Ontario job offer, CLB 6 or higher, post-secondary credential |
| TEER 4–5 essential workers | Essential workers | Full-time permanent Ontario job offer, CLB 4 or higher, 9 months’ Ontario work experience |
| Self-employed physician | Physicians | CPSO registration and OHIP eligibility — no job offer required |
If you were waiting on a Tech Draw
- Check your old EOI status. If it never produced an invitation, it was automatically withdrawn. Nothing carries over.
- Re-register under OWP — but only with an employer behind you. Employers already in the portal do not need to re-register the company, but must submit a new job offer and a new position-approval application to start a new EOI.
- If you already submitted an application after an invitation under the old rules, do nothing: your file is protected and will be assessed under the rules that applied when you filed.
- If Ontario was your only plan, build a second one now. Federal category-based draws, Canadian Experience Class, and tech-targeted streams in other provinces are live routes that do not depend on an Ontario employer.

Frequently asked questions
Is there any OINP Tech Draw left?
No. The Human Capital Priorities stream and its Tech Draws were closed in the June 2026 overhaul. There is no tech-targeted, job-offer-free Ontario draw anymore.
I had an Expression of Interest under the old system. What happened to it?
If it never produced an invitation, it was automatically withdrawn when the old streams closed. You must register a fresh EOI under the new Workforce Priority stream, backed by an approved Ontario job offer.
Do I need a job offer for Ontario now?
Yes, with one exception. Every Workforce Priority pathway except the self-employed physician track requires a full-time, permanent job offer from an Ontario employer.
I already applied under an old stream. Am I affected?
No. Applications submitted after an invitation under the former streams are assessed under the rules that applied when you filed.
